When DISCOM Permission is Required

If your facility plans to export battery power back to the grid to monetize Time-of-Day feed-in tariffs, or if you are installing a high-capacity system (e.g. over 500 kVA), you must follow the state distribution licensee’s standard grid interconnect procedure:

  1. Application Submission: Submit single-line diagrams (SLD), system capacity, inverter type-test certificates, and sanctioned load details to your local DISCOM division.
  2. Technical Feasibility Study: The distribution utility verifies distribution transformer (DT) loading and short-circuit capacity at your point of common coupling (PCC).
  3. Bidirectional Smart Metering: The utility installs or reprograms a four-quadrant bidirectional TOD energy meter capable of logging active and reactive import/export units.

Electrical Inspectorate (CEIG) Approvals

Under the Central Electricity Authority (Measures Relating to Safety and Electric Supply) Regulations, all commercial, industrial, and high-occupancy buildings must obtain clearance from the state Electrical Inspectorate (CEIG) before energizing large electrical apparatus:

  • Drawing Approval: Verification of system earthing (separate neutral and equipment earth pits), cable trench separation, and DC breaker sizing.
  • Fire Clearance: Inspection of built-in automatic aerosol or clean-agent fire suppression systems and ventilation pathways.
  • Safety Interlocks: Verification of emergency-stop (E-Stop) pushbuttons and door-interlock isolation switches.

Not Needing Permission Is Not the Same as Saying Nothing

It costs an afternoon. Skipping it is what turns a routine meter inspection into a disconnection notice, and it is the reason to send the letter even where you are confident none is due.

Storage is also moving out of the general supply code and into its own rules: state commissions including Andhra Pradesh and Rajasthan have issued BESS-specific regulations covering ownership models, co-location and grid services. Expect your state’s position to be written down somewhere more specific than the supply code, and expect it to have changed within the last two years.

Anti-Islanding & CEA Technical Safety

The Central Electricity Authority (CEA) Technical Standards for Connectivity of the Distributed Generation Resources mandate that any distributed inverter must incorporate active and passive anti-islanding protection (IEEE 1547 / IEC 62116 compliance).

Two different timings get confused here, and DISCOM engineers notice. Anti-islanding is how quickly the inverter stops energising the utility line once the grid is gone: IEC 62116 and IEEE 1547 require it inside two seconds, and it cannot be faster than tens of milliseconds by design, because the inverter has to actively perturb the supply and watch the response to be sure an island really exists rather than tripping on a passing voltage dip. Transfer time is how quickly your own loads are picked back up, and that is where CLN systems are under 5 ms — fast enough that PLCs, servers and VFDs never see an interruption.
